  1. Bring Down Input Cost of Agriculture Production

The farmers of the country are facing acute distress due to rising input cost and they are forced to sell their agri-produce at the throw away prices. The Communist Party of India in its considered opinion is of the view that the BJP-NDA government led by Narendra Modi have deceived the farming community by not implementing the promises made during 2014 election campaign.

CPI condemns central government for its failure to increase minimum support price (MSP) by one and half more than existing one. This has led to frustration among farmers and suicide rate has gone up. Leave side other states the BJP ruled Maharashtra has witnessed around 10,000 farmers suicide between 2015-2017 and it was revealed by leader of opposition in recent winter session of Maharashtra assembly in presence of chief minister Devendra Phadnavi’s and he has not contested the claim. The cotton growers are in great dilemma because governments import polices are reviewing them and in the market the prices are so low and government of India failed to intervene to save them.

The potato growers of north and north east states including West Bengal are under severe stress because central and state governments assured to purchase at Rs. 485 per quintal but no purchase centres have been opened. Crisis is so deep that thousands of quintals of potato was throw up in front of governor and chief minister residence at Uttar Pradesh capital Lucknow.

Actually successive governments have surrender to the dictates of WTO that are anti-kisan and causes manipulation of prices looting both the farmers and consumers.

They are force to sell potato at the rate of 20 paise per kg and consumers are purchasing at Rs. 12-13 per kilogram.

The CPI demands that government of India must take initiative and articulate such policies so that input cost brought down and remunerative prices should be given to farmers for their agriculture produce.

  1. On Bhima-Koregaon Incidents

CPI National council condemns the violent attack perpetrated deliberately by the communal, fanatic organizations like Hindu Ekta and shivsangram who incited the incidence of stone pelting, burning of vehicles, to create caste tensions between the villagers and huge multitudes of Dalit masses assembled at Bhima Koregaon in Pune district on 1st January 2018. It was on 1st January 1818 due to bravery of soldiers of Mahar regiment of the British army with modern weapons defeated the large army of Peshwas. This was not only the victory of British over Peshwas but also heralded the end of casteist and Brahminical tyranny of Peshwa regime. Hence every year thousands of Dalits assemble at Bhima Koregaon where a monument has been erected to honor the brave soldiers, and offer their respect. Villagers of all castes co operate. But this year due to incitation of above mentioned organizations a bandh was called by the villagers! Similarly as this was the 200th anniversary of the battle and also in the backdrop of increase in Dalit atrocities in the country.

CPI warns that the threats to file cases against Jignesh Mewani and other Dalit leaders, will create more anger and tensions, hence the government should desist from such actions. Instead arrest the culprits who attacked the meeting of Bhima Koregaon, causing death of a Dalit youth.

 

  1. On Education

The public funded education from KG to PG is facing a greatest ever challenge for its survival from this present RSS-BJP regime. The challenges are 1. Communalisation 2. Privitisation 3. Commercilisation.

Thousands of Government schools are being led to give to private hands in Rajasthan 1000 government schools are demarcated for the same. Same is the case of Bihar, Madhya Pradesh, Gujarat etc. Syllabus is being communalised. It is being done as per the RSS thoughts of Hindutava. Rampant state power is used even in appointments. Every new director of school education, Vice-chancellor are appointed of Communal thinking. Education has been made as lucrative to market forces for pure sole moto to maximise the profit. The Principle of equal pay for equal work is being done away despite various repeated judgments of Supreme Court of India, as well as various high courts of different states of India. Working Class and Teacher's and employees fighting to achieve this goal of equal pay for equal work. Contractual, part time and adhoc teachers and employees are agitating all over India for for this.

Severe budget cut is being implemented in public funded education sector. It is becoming costlier day by day. The best example is the 7th pay commission announced by this Modi Government for university and college teachers of the country is not only the minimum increase in post independence India but also made 70-30% formula for Central Universities and 50-50% formula for STATE universities and that too only for 39 months. This formula will lead to kill the government funded universities and poor students and marginalised communities students will further be left to the mercy of the market forces for their higher education. In fact it is an attempt to exclude these students from higher education.

The HRD Minister of India recently announced that the new education policy will be announced by fortnight but stakeholders students, teachers, academics and civil society are not being consulted so far. We demand that all stakeholders must be consulted before making it Public.  Hence the National Council of CPI call upon all the Secular, democratic and Left forces to unite against this move of the central government and build up a mass movement of all segments of society to unite to fight against all these greatest ever challenges to public funded education by RSS-BJP to which they are doing as per the Word Bank, WTO and GATT agenda.

 

  1. On Muzzling The Media

The National Council of the Communist Party of India strongly condemns the Unique Identification Authority of India (UIDAI) for filing an FIR against Journalist Rachna Khaira of Tribune newspaper and several others invoking serious charges under the Indian Penal Code, the Information Technology Act and the Aadhaar Act. Journalist Rachna Khaira has exposed the serious breach in Aadhaar data base. Ever since BJP led NDA government started linking Aadhaar for all entitlements of the people and also with PAN and Income Tax informations, there are issues of leakage of data of citizens leading to several abuses of the Aadhaar data. The Aadhaar has still many unanswered questions. The Modi government instead of looking at the issues with concerns of protecting the privacy and data of citizens, pursues a dictatorial path.

Earlier Chhattisgarh government arbitrarily arrested a senior journalist from Delhi on the fabricated charge of having a sex CD of a minister. After few months the journalist has been released by court, as the government failed to file even FIR.

These incidents reflect the authoritarian attitude of the BJP-RSS regimes in muzzling the media that is already under control of corporate and muzzled largely.

The CPI, while supporting the Journalist Rachna Khaira, demands that all FIRs against her must be withdrawn. Government must revisit some of the issues raised by the public, before making Aadhaar mandatory for everything.

 

  1. On National Medical Commission

The Communist Party of India (CPI) meeting at Vijayawada from 8th to 10th January, 2018 decries the reported approval by the cabinet of the National Medical Commission Bill (NMC) as this remedy in the form of a technocratic, bureaucratic NMC is no solution to the ailment of the outdated, degenerate Medical Council of India. This bill embodies a technocratic, bureaucratic approach which would not solve the problems like corruption in sanctioning of medical colleges; exorbitantly costly and yet sub-standard medical education; lack of Continuing Medical Education; absence of standardization; sky rocketing of medical bills; etc. etc.

All members of NMC would be government appointees, whether by nomination or as ex officio with only five elected members from amongst the doctors from all over the country. About this also there is no clarity as to how they will be elected. NMC violates the basic requirement of modern governance structure that a regulatory body must be multi-stakeholder, transparent, and accountable. Making the NMC of only the government appointees is certainly not the way to eliminate corruption. Representatives of doctors and citizens must have a rightful place in NMC.

The primary cause of substandard medical education is because in private colleges admission is based primarily on ability to pay exorbitant fees and not on merit; secondly students in such colleges hardly get to see any patients since hospitals supposed to be attached to these colleges are more of a virtual reality. Instead of reversing this downhill course, this Bill provides for capping of medical college fees only up to 40% of the seats. This would further increase the already high cost of medical education and the malpractices to recover this expense thus increasing the cost of healthcare which is already making big holes in the pockets and pushing over six crores people below poverty line every year.

Going by Niti Aayog’s note circulated earlier about NMC, under the name of establishing world class medical institutions in India, the NMC will allow for-profit organizations to open medical colleges. This would worsen the existing situation for ordinary Indians. Provisions like medical colleges rating to depend on the performance of the student in their examinations are ridiculous and is escaping its responsibility by the government while putting excess burden on the students. It is strange that this exit examination will not be applicable on the foreign medical graduates.

Another issue of contention is a bridge course for the AYUSH graduates after which they would be eligible to practice modern medicine. Various systems of medicine are based on different theoretical perceptions and mixing of them would create confusion and will be counterproductive. Integration does not mean mixing of these systems.  All these systems should complement each other. There is a serious apprehension that after the bridge course the AYUSH practitioners will shift to modern medicine.

Now since the NMC has been referred to the standing committee, it should be widely debated by inviting several stake holders by the standing committee.

CPI calls upon the organisations and bodies of medical professionals and social activists working on public health issues to come forward to place their strong view points before the standing committee of the Parliament.

 

  1. On Stand Up Against Benjamin Netanyahu's Visit

On the 6th of December, 2017 US President Donald Trump recognized Jerusalem as Israel's capital. This is against international law, and various Security Council resolutions on the occupation of the West Bank and East Jerusalem. Jerusalem is under international sovereignty which means Israel cannot claim any part of it. Further, East Jerusalem has been under Israeli occupation since 1967.

Since then, there have been protests opposing this criminality and impunity everywhere. Over ten Palestinians have been killed in the protests following this decision including the unarmed, double amputee Ibrahim Abu Thurayeh. Over 600 Palestinians including 170 children have been detained.

India is today Israel's biggest arms importer. Today any alliance with Israel is firstly an endorsement of, and complicity with Israel's violation of international law and Palestinian human rights. The profits made through trade and defence relations go directly into funding further oppression of Palestinians and more theft of Palestinian lands.

Netanyahu's visit to India is an open endorsement of Israel's crimes. This visit must be opposed strongly by progressive sections of Indian society. We must strongly say no to India's complicity in the repression of Palestine. Standing with Palestine is to stand for secularism, equality and justice- a struggle most essential in our own society today. These values are the foundation of India's long-standing solidarity for Palestine. Let reclaim and rebuild that solidarity today by opposing in strongest terms the upcoming diplomatic visit of Benjamin Netanyahu. 

We call upon people of India to organize demonstrations against Netanyahu visit on 15th January throughout the country. All Party units should take initiative to organise, mobilise broad sections of people in the campaign and make it a big success.

  1. On Tamil Nadu Transport Workers’ Strike

The strike of the Tamil Nadu State Transport Corporations Workers enters sixth day.

The State government broke the bipartite negotiation unilaterally by signing a settlement with some name sake unions. When the government offered a pay hike of 2.44 factor, unions demanded 2.57 to achieve a minimum basic wages of Rs. 18,000 per month. More over the transport corporations spent workers’ money to the tune of Rs. 7,000 crores meant for their gratuity, pension, provident fund, co-operative loans and LIC premiums. Workers could not get their gratuity, pension even 3 years after their retirement.

When the government announced that no more talks, the workers found no other way except to strike work.

In spite of threats from the government and managements, 1.4 lakh transport workers struck work successfully. Police refused permission to solidarity demonstrations. But tens of thousands of workers of Tamil Nadu came to streets in support of the struggling workers and courted arrest.

The National Council of the Communist Party of India greets the transport workers and wish them success. It also emphasises the chief minister of Tamil Nadu to meet the trade unions of the striking workers and to continue negotiation and find an amicable settlement.

 

  1. On the Instant Triple Talaq Bill

The CPI National Council strongly opposes the instant Triple Talaq Bill in the present form, tabled by the central government. However CPI has always opposed practice of Instant Triple Talaq.

Since the coming of the BJP to power, there has been a deliberate attempt to polarise our society on communal lines. BJP through this Bill has created an illusion in the minds of the people as a messiah of the Muslim women.

Now the central government has brought this bill in the Lok Sabha and hurriedly passed it. However due to valid reasons of the strong opposition from all other parties, this Bill could not be passed in the Rajya Sabha.

  1. This bill has been prepared without any consultation with the stake-holders.
  2. Civil cases have been changed into criminal cases.
  3. Non-bailable offence for the accused ones is motivated, since there are provisions for bail even in murder cases.
  4. What is the rationale behind convicting for three years imprisonment for the accused ones in instant Triple Talaq case?
  5. There is no provision for maintenance for the wife, children, when the husband will be in jail.
  6. During 1986-87, responsibility for their take care was proposed to be taken by Wakf Board. However in this bill there is no mention of such provision.
  7. Apart from the victim, any other women can lodge complaint out of a sense of enmity. This provision in the bill is not acceptable.
  8. There is no mention of the issue of polygamy.
  9. The existing Domestic Violence Bill of 2005 is applicable for Muslim Women also. Any victims may seek redressal through this Bill.

The fact remains that BJP’s whole attempt to criminalise the accused in the Talaq cases is an eye-wash, as the existing environment of communal polarisation in the country speaks of the ulterior motive of the Bill. We need to remember that the predecessors of BJP opposed the Hindu Code Bill in 1956.

There are lakhs of women belonging to all religions, who are abandon by their husbands even without divorcing them. To target only Muslim men reveals the hidden agenda to target the minority community. We need to expose and condemn this agenda of the BJP government.

 

Withdraw FRDI Bill – Do Not Jeopardise People’s Savings

In a developing country like India, domestic savings of the people is very vital as these precious savings help in augmenting social capital needed for accelerating development. Banks have mobilised huge savings of the people as deposit and hence bank deposits are very important ingredient of development. Instead of protecting and safeguarding these people’s money in the bank, the NDA government, true to their agenda, are taking various measures like privatisation of Banks which will amount to handing over the savings to greedy private hands.

When banks are facing problems on account of alarming increase in bad loans, instead of taking tough measures to recover these bad loans, the government has brought a bill called FRDI Bill – Financial Resolution and Deposit Insurance Bill.

Under this new bill, if a bank is in a failing condition, the government will bail-out the bank by using the savings deposits of the people kept in that bank. This is a draconian clause which will jeopardise the interest of the common people who have kept their savings in the banks.

In India, this Bail-in clause is not required at all. In those days all the banks were in private sector and many banks failed due to misuse and mismanagement of the people’s deposits. People lost their savings in the banks when banks failed.

Hence in order to protect the savings of the people, CPI member in the Parliament took up the issue and because of this, in 1960 a special amendment was brought (Section 45) in the Banking Regulations Act. This amendment provided that if a bank is in failing condition. RBI will merge it with another bank. Hence after 1960, in India, no bank was allowed to liquidate and all such banks have been merged with another bank thus people’s money is protected. This was an important contribution of CPI in protecting the savings of the people.

This FRDI Bill has come as a consequence of bank failures in USA and other countries. Since they were private banks, they were to be saved by the investors and not by the government. But in India, our major banks are in public sector and owned by government. There is no question of liquidation of these banks. Hence FRDI Bill is not relevant to India.

This meeting of the national council opposes this unwarranted FRDI Bill and demands of the government to withdraw the bill in public interest. Banks deal with public money and nothing should be done by the government to jeopardise the savings of the people.

The meeting decides to carry on a campaign against the ill-motivated anti-people move of the government.

The meeting appeals to all political parties to reject this bill when it is brought in the Parliament.
