FARC-EPWe recently carried out in Caquetá -protected by the love of the people- the march of the Third, 14th and 15th Fronts of the FARC to the Agua Bonita Transitional Zone in the municipality of Montañita, with which we closed the cycle of insurgent grouping in the 26 Transitory Zones and Points of Normalization, spaces in which the transfiguration of the FARC into a legal political party will take place, based on the reciprocal fulfillment of the commitments [Peace Agreement].

The process of implementation of the Final Agreement is progressing slowly, amidst national expectation it has become the hope of millions who long for social justice, inclusion, and peace for the future Colombia.

The implementation of the agreements will not be impossible as long as there is willingness to comply with what was signed and if the people demand so. It is very important to standardize the agreements [to introduce them into the existing legal system], but they must have an effect, because if not, it's no good.

The FARC has already handed over to the government the names of the 60 guerrillas who in a few days will be deployed to the cardinal points of the homeland in order to make peace pedagogy, seeking to socialize and approximate the agreements to citizens and ordinary people. Very soon, we will also announce the list of our people who will carry out the same work at regional levels, as agreed.

Colombia’s reconciliation pact has already been deposited as a Special Agreement before the Council of the Swiss Federation based in Bern, and the unilateral declaration of the State to the United Nations, as a commitment of the Government is underway. The Legislative Act that constitutionally protects the Havana Agreement during the next three governments has already been approved by the Congress of the Republic, with all of which the agreement is being given a greater normative protection. Two months ago the legislative power gave life to the Amnesty Law, but this still demands its immediate application, without legal entangling or bureaucratic obstacles. While the process of constitutionalisation of the Special Jurisdiction for Peace -described by the former Prosecutor of the International Criminal Court, Luis Moreno Ocampo, as a work of art- makes progress in parliament, the Legislative Act of Political Reincorporation of the FARC Guerrilla starts to make advancements. Thanks to this peace process, the Opposition Statute, an unfulfilled constitutional mandate, will become a legal reality after 26 years. Through the special legislative procedure or by presidential decree many other commitments related to peace have been approved, or simply make progress in the legislative debates, indicating that the normative development of the agreements is a reality. Good work from Congress, right?

What now follows is to ensure that budget resources are provided for this policy framework to be implemented in real and material terms. That is what we hope through the Legislative Act of the Framework Plan of implementation.

The FARC is not involved in delay tactics towards the [peace] process, and we are aware that the government must be given some time in order for it to fulfill its commitments. That is why, further contributing to the strengthening of the peace objective, we announce to the country that next Wednesday, March 1, despite the obvious delays in the logistical adaptation of the Transitory Zones and Points of Normalization, we will carry out as a matter exclusively involves the FARC and the UN -according to the agreed protocol- the registration of weapons in all camps, and we will readjust the plan of destruction of unstable or explosive weapons that had already begun last year in the Yarí Savannahs. We also announce today that as a firm beginning of the process of decommissioning of weapons, and as a sign of our unrestricted commitment to peace, the weapons of the FARC-EP members that are part of the MM&V (Monitoring and Verification Mechanism) will be placed in the custody of the United Nations.

It is understandable and reasonable that in parallel with the process of decommissioning of weapons that begins today, legal security for the guerrillas must be guaranteed in a transparent and tangible way. This has to do with the release of those who are pardonable and the application of the amnesty law without further delays, because it has already been approved. We hope that the entry into force - in the same terms as the Havana Agreement - of the SIVJRNR (Comprehensive System of Truth, Justice, Reparation and Non-Repetition) and its justice component, the Special Jurisdiction for Peace, which places its emphasis on the victims of the conflict, will stimulate the advent of reconciliation of the Colombian family.

It is reasonable, after the sad extermination of opposition political alternatives in Colombia, that we all think that we must guarantee the physical security of the guerrillas who are now preparing the Constitutive Congress of the political party with which they will act in legality.

It is also understandable and reasonable, that socio-economic guarantees should be provided, productive projects that ensure the decent transit of guerrillas to civilian life. We do not want to fail in the attempt, as has happened in the development and implementation of other processes.

We hope that the Nobel Peace Prize that presides over the destinies of Colombia devotes his greatest efforts to the implementation of the agreements during this final section of his mandate because the construction of the lasting and stable peace with which we have dreamed our whole lives rely on it.

Colombians: our country has been blessed by hope and can now takes its first steps towards the future.

It is time to leave violence behind in a definite manner, overcoming, above all, the causes that generated the confrontation. We have guided our guerrillas to work shoulder to shoulder with the communities and authorities, making the Transitional Zones and Points true scenarios of integration and expansion of the feeling of peace. We know that we can work together, including soldiers and police in our country. Let us look and compare ourselves, to arrive at the most natural and simple conclusion: we are children of the same people, amalgamated with the kind clay of the common people. People that want the situation to change favorably with the implementation of the Peace Agreement so that the war is relegated to the new story that we will write, like a distant memory cornered by a powerful collective voice that says at every moment NEVER AGAIN, NEVER AGAIN.
